11月24日生まれ。歌詞は詩人、ジャーナリスト、作家。
植民地時代、プランター政策に対して批判的な記事を書いたことで刑務所に収監されていたこともあった。1958年から4年間、西インド諸島連邦議会の議員を務める。独立後、上院の初代大統領に選出され、同年、東カリブ政府からカナダの最初の外交貿易委員に任命される。1986年、副総督の任期中に逝去した。

『麗しきアンティグア、我ら汝に敬礼せん』のオリジナルは1966年に作成された。1967年に自治権を獲得すると、歌詞に“バーブーダ”を追加し国歌に採用される。1981年に独立国家の国歌として制定。
